I think this bug is caused by a mod, I just played a stream for 8+ hours and killed loads and loads of raiders and did not see this bug once, nor have I ever seen it. The only time I've seen glitching even remotely like that was NVSR's fault, NVAC's fault, or the NPC died with their ragdoll making their hand go into a static object. Other possible causes could be Enhanced Camera, Diagonal Movement and Ragdolls mods that change the skeleton or ragdolls or both.

I have been killing raiders a lot and I haven't seen the bug even once. I guess I could try and kill vault guards for a couple hours and see if it happens.

Hi, i've been playing for around 22h on TTW 3.2 and this is the first time i've seen it happen. Here's a screenshot (Location: Mama Dolce's, Arlington Cemetery).
EDIT: Funny enough i just loaded up my game again and i guess the same thing just happened as shown here and here and it's the same guy.
EDIT_2: Loaded my game again for the third time and guess what, it happens again and i'ts always the same ID (the other guys all die normally), so maybe i'ts safe to say that might not be NVSR or NVAC related ? Screenshot.
I do use NVSR, ENBoost+SweetFX 1.5 and NVAC, all with "GamerPoets" settings where applicable, forced V-Sync (with Triple Buffering) on Nvidia Inspector, Windows 10 RS4.
Note: I don't know if this is related or not, but i've seen throughout the wasteland when i get the chance to kill some radroaches and they "explode" separating the legs from the body, those legs most of the time glitch on the ground, meaning they get stuck on it and keep rotating awkwardly.
Here's my load order:

OK the hanging corpse things I've seen once or twice, but it was caused by the ragdoll and the body clipping into static objects. Havok issues are beyond our control. Could be a side affect of something in JIP being enabled, no idea.

Also, i don't know if this means anything or not, but when i loaded the save again i decided to re-enter the building because i thought maybe this could "reset" something and i cleared the whole building after that and not once this ever happened again, maybe it was just a coincidence. Well, fallout's engine has got to be the most weird one.

I've had a similar bug/glitch to the one jason213 posted. I killed a raider in one of the metro tunnels, and the body dropped to it's knees with the wrists hanging in midair. I've been playing Fallout 3, NV, and TTW for years and never saw anything like it. I saw it for the first time on 3.2 and it stood out simply because it was so odd. Can't say for sure whether or not it was just some rare glitch with the havok engine, but it is odd to see other users posting about a similar glitch within such a short time of seeing it occur for myself.

I had this bug once, and I managed to fix it by getting rid of Diagonal Movement. Don't know if this will fix anyone else's problems. Good luck

We've tracked this bug down to the fix for 1hpequip.kf , which really sucks because it's trading one really annoying bug for another.
The problem is we don't have proper animation import/export yet so we can't fix it properly. I'm aware of it, and I'm leaving the fix in for now because I find the double draw bug far more annoying than the occasional hanging corpse.

This is happening to every single raider using a one handed weapon for me, but it seems to be the left shoulder rather than the wrist.

You can extract 1hpequip from vanilla bsa and overwrite it, but you'll get the double drawing bug instead.
