Keep Getting This Error Trying to Install 3.2
First off I am using Windows 10. In the past I've installed pre 3.2 versions in the past without any issues what so ever. But now when I try installing 3.2 I keep running into this type error. To start off I did do a clean install of FO3 and FONV which I installed onto my gaming SDD drive where I install all of my steam games like I always have done. Ran the FO3 1.7 updater. Added the DLCs and other addon packs for both games. Then launched each game one time. Downloaded 3.2 and extracted it into a folder on the SDD drive. Is this ok to do or should it have been extracted elsewhere? Anyway I then watched the recommended 3.2 installation on youtube and followed it exactly. I went ahead and launched the extracted TTW installer exe doing so as an administrator. Made sure both FO3 and FONV were seen and mapped correctly. Now I don't use MO. I would like to use Vortex at some point but for now I just went ahead and pointed to the FONV data folder for now. I went ahead and selected install. After a few minutes though it stops saying an error occured: XC3_Invalid_input /* invalid input/ decoder error *1. I close that popoup and a 2nd one says Error occured processing File: meshes\dlc04\architecture\b...\dlc04 ferriswheelbase.nif. What or why is causing this? Is it something I'm doing wrong?

Hmmm... if you have to update your game and manually add the DLCs then you have something other than FO3 GOTY. You also need F:NV Ultimate Edition. Both are strongly recommended and, dare I say it, required for TTW to work? Nevertheless, it seems your game is faulty or missing some files. Are you sure you have all of the DLCs and that they're up-to-date? Also which drive you install the game isn't as important as it's location in the system. Some games and applications have to be installed outside of UAC protected folders (like Program Files) in order to avoid permission conflicts. If you have Steam, verify integrity after installation to make sure everything's alright.
I also wouldn't set the output location to the NV folder. Reason is simple; if something goes wrong you will have to reinstall the whole game as the original as been overwritten by the mod. Secondly, without profiling or multiple instances, the whole game is going to be dedicated to TTW; you cannot go back to vanilla or install other equally large of complex mods, like New California for example, without conflicting issues. Thirdly, it's advised to use a mod manager, like MO2, because they create their own instances of the game's files and make it much easier to troubleshoot or even uninstall mods without compromising the entire game.

Well the FO3 I have is the same one I've always had and have used with pre 3.2 TTW. I purchased it on steam as well as all of the DLCs and extra packs as they came out. I did the same thing as far as FONV. And the FO3 I have I've always had to do the 1.7 patch whenever I installed TTW. So I guess I just want to verify that what I have will or will not work before I consider spending additional money that I really don't have right now if not needed.
Also yes after I installed FO3 and FONV I did verify the the file integrity of each game and passed no problem.

Ok here's an update as far as what I did. Hopefully it will help anybody else who may have had the same issue as I did.
I bit the bullet and went ahead and bought FO3 GOTY on steam replacing my original FO3 I had purchased when the game was first released. So I deleted the FO3 I had in my library and added the FO3 GOTY. I didn't bother with repurchasing FONV since steam said it and all of the DLCs were in my library so I could not purchase them again unless I did so as a gift or unless I deleted the game completely from the library first which I didn't really want to do unless I still had issues and it became the only option. I went thru the TTW installation again and this time it installed ok. So there was something wrong with the FO3 I had even though it had always worked when I had installed TTW in the past.

Actually FO3 GOTY is $19.99 on steam as well as GOG. Also it is version 1.7 so no need to run the updater once installed.

The USD price perhaps, but--at the moment--the exchange rate puts it at almost $40 in mine. I may consider it in the future when it's on sale, but right now it's just too expensive. It's not a big problem though--the older versions work just fine for me.
