Fellout
There aren't many incompatibilities with 2.4.9b's Fellout mod, so it was fairly easy to solve them. Just had to drag-drop a few things through FNVEdit.
I also corrected the purple colour seen when you use an ENB with Fallout 3's weathers. The Sky Lower and Sky Upper elements weren't changed by Fellout, so I made them the same colours of blue that New Vegas' weathers use.

This mod is quite good, but I see why people complain about how dark nights get. What form (or combination of) in the ESP controls the night brightness? Is it the RBG tint combination in the specific imagespace?

Imagespaces don't cover sky, light, and fog values. Only weather records (WTHR) do. I made two small FNVEdit scripts to make them all have blue skies (instead of vanilla's purple), and visible but still dark nights.

Uploaded another variant. This one has the slightly brighter nights, and also makes the sky colours much more in-line with reality. By default, sunrise and sunset have extremely dark blue skies. I remedied this by making them an actual sky-blue shade of colour.

After installing JIP LN 54.70. This mod appear to be broken. I cannot load into the game's menu at all. I try disable my mod and enable it one by one and the only problem i have is coming from this mod. Can you look into it?

I mean, I've no problems with it. All that I've changed from the original Fellout are the sky and fog colours. Can't fix an issue that, as far as I can tell, doesn't exist.
Edit: May have found the cause, one of the weathers was deleted in the original Fellout. If remedying that doesn't fix the crash, then it's not my fault, as there's literally nothing else that is fucked.
