Bug: Lost Initiate Quest

not too familiar with Fallout 3 quests, so others will have to judge if this is "working as intended" or not

I came out to the Falls Church area, where after super mutants were dead the Brotherhood of Steel wanted me to rescue their man. I did not get the "Lost Initiate" quest however. I followed, went into the office building, killed the mutants and found Pek, who was just saying like "don't stop now, we're nearly outside", but wouldn't follow me. When I ported him to me inside the office he just ran back to cover where I found him.

When I ported him outside, he thanked me for saving his life and I got the quest reward from Hoss. But I wouldn't been able solve this quest without console.

Only mods outside the basic ones I'm using are: Project Nevada Core, Weapon Mod Menu, Light Up and Smoke and CASM.

This quest has always been extremely buggy. Will look at it again, thought we had it fixed by now.
