Removed whatever mod you are using that attempts to "fix" that, it is incompatible with TTW.

When i arrive to Capital Wasteland, after some time a group of enemies of people in suits begin to haunt me. Problem is that they can come running when the character is in Caesar’s camp, and there are no weapons to kill them.

None on mine and get a screenshot. The only factions that came running after you unmodded is Talon, Caesar, NCR rangers and they don't wear "suits"

And Regulators if you have negative karma, but still not suits, and not in NV.

I think in the vanilla games, the only instance of guys in suits running in is in the New Vegas quest 'Bye Bye Love', and involves an ambush of Omerta Thugs who can be defused with speech checks or defeated with violence.. Other possibility could be Benny's bodyguards from the Tops casino.

Still, I've never seen them show up at an inappropriate time or place, definitely not in the current version of TTW.
