It now happens every time I load saves and kill these raiders. I was using TGM few hours before when i had problem replicating this issue. I also got saves if you guys want for further investigation.

Try disabling Critical Section hook in NVSR, I do not use it myself and do not get this issue.

Nope, didn't work. Still spinning even with disabled CS hooks. I installed latest JIP LN NVSE Plugin so it overwrites TTW one, dunno if that info is of any help.

Found minor bug when talking to Scribe Yearling in Arlington Library about turning books in.
When she starts conversation first pick "Whoa, calm down. I was just exploring this area."
After that if you pick 3rd option "Why should I tell you anything, lady?" and she tells you that she has job for you, next part where you ask about that job is skipped and goes directly to last conversation part where you only have 3 options:
"Can you help me access the library's archives?"
"What do you do in this library?"
"I have to go now."
If you exit conversation and talk to her again only these 3 options are there making it impossible to turn in any books to her.

If you pick other 2 options conversation goes normally and you can ask her about job and get that unmarked quest to turn in books.

Ah... another day, another bug in the Wasteland. 8-)

Ok, Moira bug this time. I started the Wasteland Survival Guide quest and did the first quest of the first chapter, about radiation.
Then I proceeded to loot Megaton houses, travelled to Tenpenny Tower and blow up the atomic bomb.
Moira is waiting for me in the entrance of the city, so far so good.

The problem is when you start conversation with her, she enter in a loop state.
The option to barter isn't available, when you select the option to leave - "I have to go now" - she tells her usual lines, for a milesecond the player regain control and immediately after she talks to the player again.
So you are in a loop now and can't leave the location, because everytime you try to leave she starts another conversation with you.

Also, if I recall correctly, I had the option to talk about her ghoulification.
This isn't available either.

Don't have any mods that changes cells in the location, nor change Megaton.
Just for people know, if you don't blow up Megaton and do her quest there isn't a single problem with it.

Anyone had this problem too?

UPDATE: Tried to earn the Dream Crusher perk first and then blow up Megaton. Same results.
Also there's an oversight in the perk text, LOL.

When you gain the perk the text screen states that I have 50% immunity against critical hits, but the perk itself says I only have 25% in the pipboy.

I tested this when I fixed her not having any dialogue at all for blowing up the bomb... guess I needed to try to break it harder.

I'm not really sure this is a bug but I feel like I should post if nothing else so you guys can tell me that this is normal and that's simply how the animations are. Anyway, the lip syncing seems to be off for all of dialogue. The animation of speaking seems to run too fast so often times the NPCs will stop moving their mouths before they've actually finished speaking. Is this the case for everyone or did I mess something up? Because the thing is I don't actually remember this being the case when I initially installed TTW 3.2 and I feel like it's something I would have noticed before. But even after uninstalling all the mods and the 3.2.1 update I couldn't get it to work properly. I also noticed I had vsync off but turning that back on didn't change anything either. It's not that big of a deal but I feel like I'm going crazy because I have no idea how I could not have noticed it before.

In any case, thank you to everyone who had a hand in making this fantastic mod. It really is amazing what you have managed to accomplish!

With vsync off, you need to limit frame rate in your driver or by other means to 60 or lipsync and havok will be broken.
