Enclave Soldiers are quiet..?

Hi I have been playing ttw for quite some time now and just now wanted to comment about why the Enclave Soldiers/Officers/Scientists' combat dialogue is a lot rarer to hear in ttw rather than in vanilla FO3? In vanilla they are non stop spewing combat dialogue when you are fighting them but in this they say something like every 20 seconds. These are the only NPCs i have encountered this problem on and was wondering why this happens or if theres a fix.
