Everybody thank you for your help. Using FNVEdit I went through the FormID lists, especially the SuperMutantWeapon file and made the merges and overrides I thought necessary, but unfortunately nothing changed. The Super Mutants that spawn with modded weapons just simply don't attack despite having ammo for the weapon. The only suggestion I haven't tried is Mart's Mutant Mod.

I suddenly have issues with Super Mutants not using certain weapons. The vanilla Missile Launcher and the Bushmaster from Millenia's weapon set, for example. In both cases they had ammo, the weapons are in the Super Mutant weapons form list and I'm using both PN and MMM, so the animations should be covered (the Missile Launcher should be vanilla at that). Odd thing is that I haven't noticed these issues previously, not in my previous game and not during this play through either, until now. Not sure what might cause it. Weird.


EDIT: I redid the Statesman Hotel (where I noticed this issue) from an earlier save and this time the Super Mutant used the Missile Launcher, so that seems to have been a glitch. Those who had a Bushmaster couldn't use it, though, so the issue seems (so far) to be with it specifically, which I can live with (I can remove it from their leveled lists if nothing else).

I am having the same issue with Super Mutant Overlords not being able to fire their VSS Vintorez and instead just stare me down. If anybody happens to know a new fix for this it would be greatly appreciated!

Don't use WOTNM is a solution, but I'll assume that's not the solution you're looking for. Take the gun out of the spawn lists and they'll instead spawn with a gun they can use.
