When I go into the hideout, it loads for a second and then crashes on the load screen.
So I'm suspecting it's the NMC textures causing it, because before I added them, it loaded in fine.

If your not using ENBoost you might need it- if you have NVAC installed, check the nvac.log in your game's installation folder and see what type of errors you were getting before your crash. When I hit an out of memory during various tests, it showed "OUT_OF_MEMORY" in the log. Here's a quick example of one I got:
16143451 e 00ED2C9E C0000005 FalloutNV.exe
16143451 ! _OUT_OF_ _MEMORY_ FalloutNV.exe
16143511 f 00446F87 00000102 FalloutNV.exe
16143523 V 01575C88 80000003 nvac.dll
16143523 ^ 00ED2D0B 00000004 FalloutNV.exe
16143523 u 01575C88 80000003 nvac.dll
... then down it went. In my case, I didn't have the game's executable 4gb patched. After it was patched, that error didn't occur- I use the "high" texture pack (not the ultra), instead of the "low" or "medium" and it takes using ENB in "boost" mode (not graphic ENB mode) to use that size of a texture pack to keep from going down- at least for me.

Did all that, and it's fixed, thanks!
