Sounds like a mod conflict to me. Did you follow the proper installation procedure of having completely mod free Fallout's?

Personally i see no other reason your game would do that, i never had this issue, and i have had to install TTW three times either because i broke it with a mod, or had to format my HDD.

On a tangent here, but why did you type more than one question mark? What is is supposed to represent? Are you even more uncertain about the cause than someone who would have only typed one or two question marks? Does it indicate a "tone", insofar as there can be "tone" to plain text? Are you making up lost ground with question marks because you don't know how to use a comma?

Or are you, perhaps, making the common mistake of not knowing how to phrase a question? Thus forcing the use of extra question marks to, I don't know, morph it into a question or something.

I think it is to demonstrate confusion and surprise .

Another one here for the mod conflict, the only time I ever had a problem like that was way back when I first used RFCW and it was two character/npc texture mods I had active at the same time for some reason I really can't start to imagine why, I think I got both and was going to try one at a time and see which one I liked more but got distracted and enabled both .
