Is there any way to use Fallout 3's assets for world models (I.e. city ruins objects/buildings) without piracy issues for the worldspace mod that I'm currently working on? I asked on the Nexus forums and I was led to ask here since this mod merges both of the games together, something about using TTW as a requirement mod perhaps.

Since the prerequisites for running TTW is to own both Fallout 3 and Fallout New Vegas the question regarding Fallout 3 content becomes moot.
So the short answer is: only assets from the game you are modding may be used. There are companies that are a little less stringent, CDProjekt Red I believe is pretty lenient, Bethesda or it's parent company though is not.

Well I do have both games, digital and physical, which I personally think Bethesda should have leniency considering that they made a large majority of the content that New Vegas uses, and that they are involved in the game's development.

If you're modding for TTW you
If you're modding for TTW you shouldn't have any issues using ALL the assets in said games that are required to use TTW. I'm working on one that mainly uses OWB and Zeta for a retro Sci-Fi feel etc.

Sounds interesting pargonskeep, something I may consider checking out. I just picked up the G.E.C.K. again after a couple years and I wanna make a release on the Nexus for the first time, albeit a big one eventually. Highly irradiated and ruined worldspace(s) with a city like D.C. hence why I want to use the models from said location.

You can't use resources from
You can't use resources from Fallout 3 in a mod for Fallout New Vegas and upload those resources with your mod. It goes against Bethesda's TOS and breaks copyright laws, the Nexus also do not allow this.
If you make a mod using TTW, you can do this only if you do not provide any assets from the games. So you can make a mod for TTW using the Fallout 3 resources, but since the mod is dependent on TTW, you do not (and shouldn't) be sharing the resources on your mod, you just use them directly from the TTW files, so that is ok.
Example: You make a new world space mod for Fallout New Vegas, so you use Point Lookout mansions on it, so you upload your mod, but since Fallout New Vegas do not have those assets (the models and textures for the mansions), you have to put those files in your mod. That is illegal and Nexus will not allow your mod to be hosted on it (and if you upload it in any other site, you're still breaking copyright laws).
But if you make the same mod using TTW as a base, since TTW includes the assets for the mansion, you will not need to include those assets and that way your mod will not be illegal.
Sharing assets from any copyright game will be illegal unless the company publicly said you can do it (which Bethesda never said and some modders already got troubles by doing IIRC).

Also check the DLC for NV for F3 assets, particularly Lonesome Road has a ton of those assets included with it.

Well, nothing really about video game modding can be too easy I suppose, I'll try to check the DLC files and if that fails I'll see what I can come up with for using the mod.
(EDIT) I got most of the structures from the Lonesome Road .esp that I was looking for, thank you RoyBatty for the suggestion, just need those residential brick housing buildings from L'enfant.
