TTW optional DLC

hello i am new to modding, but i was wondering if

A) i could get permission to mod TTW to not require mods or to require less mods

B) if i do get permission how would i do such?

i would be willing to put in the time to make it not require mods and would be willing to not take any credit at all as i would like to do this for myself so i can play this mod

If you are new to modding then removing the DLC requirements would be a nightmare. It is so heavily integrated that even veteran modders would take some time and effort to do so.
