Just my two cents, and I like settlements, so don't get me wrong, but to me it doesn't make any sense that people would build there, not yet. Not for a long time. The Brotherhood of Steel themselves have hardly an outpost in D.C. thanks to the concentration of Bad Guys. It's all they can do to protect GNR and the Washington Monument. That's it. For how the balance of power as it's described by FO3 goes, wastelanders wouldn't stand a chance. The BoS have power armor, turrets, and big guns, and they're barely coping. They're certainly not winning on any real level, let alone the level required to live as people did back in the day.


That's the importance of Rivet City...that is the settlement of the D.C. ruins in FO3. It's not in the ruins, because that is not feasible, but it's right next door. Plus, it's a very easily defendable fortress, unlike anything in the actual ruins of D.C. themselves. There's only one major way in and that's retractable. In the ruins, you would have Super Mutants knocking down every door and wall, going under, around and over everything in their paths. Look at the Citadel, too, what a fortress that is, and that's outside the downtown ruins, too.


So, to me, the idea of a place where people can not only live but live as they did back in the day, undermines the whole atmosphere of the D.C. ruins and the balance of power as set forth by FO3.


Now if it was somewhere else, somewhere isolated...sure, why not? More so, it's quirkiness would make it fit right in, like some magical pocket of ingenuity where people had made things work.

True, but I think that the power of the Brotherhood is severely diminished in FO3 for a dramatic flair. Their weaponry and armor is far more superior than what the Super Mutants wield. Think about it, The BoS have miniguns, rocket launchers, assault rifles, power armor, laser and some plasma weaponry, and the Super Muties, most of 'em have hunting rifles, some assault rifles, most have nail bats... there's an inconsistency in power balance in FO3 that always irked me. The Mutants periodically fight the BoS at the Citadel and they always lose. Even the Talon Company can go hand to hand with the Super Mutants and keep an even foot in open ground.


 


Besides, to me, the spirit of Fallout is civilization rebuilding after a devastating catastrophe, which IMO is what this town would represent. Rivet City, the Citadel and Megaton are 3 examples of WELL FORTIFIED cities that have survived everything the Capital Wasteland has thrown at them. Why not NEW Haven? It's remote enough, it has plenty of defensive positions, the citizens can use the debris and wreckage and fucked up cars as defensive walls... all the ingredients are there to make a totally defensive, habitable area. Think Tenpenny, but with less douchebaggery. The fact that no one has really settled down in the urban area of DC is because everyone's pretty happy living in Rivet or Megaton City. There's no sense of expansionism, of growth, which always irked me.

The difference is numbers. BoS may have superior firepower, but supermutants outnumber pretty much every faction by 2 or 3 to 1. And then theres growth. The SMs take captives back to Vault 87 to convert. Talon Company accepts recruits. Enclave has semi-decent breeding stock. Meanwhile BoS is xenophobic and small.


As the main power for good in the wasteland, BoS is simply too small to be able to care for any settlement and too greedy to share tech. So any settlement in downtown DC would be not only on their own for defense, but facing possible raids from the outcasts if not Lyon's BoS if their defenses are too good. And then theres Talon Co. and the Regulators maintaining the balance of good and evil to the point of assassination.


Simply put, any settlement inside the DC ruins would be beset from all sides in an overwhelming way. The concept of New Haven is brilliant. I would love to play a mod supporting such a settlement, helping set up defenses and whatnot. The location, however, needs to be rethought.

The Outcasts IIRC don't raid, nor do the BoS. If you've been to New Haven, there's like 2 real main ways to get to it, which can be easily defended or prepared for defense. We'd be talking about a place with guards in Combat Armor patrolling the choke points, etc. The way I see it in my head, it makes sense. The only HARD part of making a city there? Supplies. The 2 ways into L'Enfant are subways, which makes it a bit tough for brahmin to move through them, though I thought of working with one of the roads covered in debris to make a gate to another cell and stuff.

Sounds interesting. Have you considered compatibility for other mods if you choose that spot. I know for a fact that the A Quest for Heaven series, takes place in l'Enfant on a couple occations. Namingly the basement of that one store and may well be in that area even more with the soon release of the final version of part 3 due to come out. Just a heads up to help you out.
