Optional Bobblehead Addon as Regular NV Mod?

I'm wondering if someoneo could take the optional Boblehead addon and convert it so that it would be usable with non-TTW New Vegas? The Bobbleheads would also need to be distributed throughout the Mojave

There are two Bobblehead mods on the Nexus site which add bobbleheads to the Mojave. One grants the same effects as they have in Fallout 3, and the other mods grants small perks.
