http://www.nexusmods.com/fallout3/mods/21355 This mod is incredible. It basically takes away the default death and replaces it with a few different events that can happen to you instead. One of them, which isn't in yet but will be, will have it so that if you're "killed" by a major faction that has jails, they'll put you in jail and you'll have to break out like in Oblivion and Skyrim!

Seems like that mod is in active development, in alpha stage and doesn't work on any of the DLCs yet, which means that if someone converts it it will only work on the FO3 part of TTW and not on any FO3 DLC, FNV or FNV DLC, which means that who has to convert it also has to make it work on FNV and all of it's DLCs too (and once the get thrown into prison gets implemented also has to implement it for all of the FNV factions that have prisons). It also requires FOSE so it needs it's scripts to be converted to NVSE and will need to be converted again with each update of that mod. In sum it will be one massive effort and a lot of work and redo all of it when a new update comes by.
I don't think anyone would want to go through all of that work and effort for a mod that seems like it will keep getting regular updates...
My advice is maybe ask the mod maker to also make a TTW version of it (which I assume the mod maker would only consider once the FO3 mod is finished) or wait for it to be finished and then ask for someone to convert it.
