I have been using the XP delay mod that comes with the TTW Optional Files and still feel like I'm either having to rush to Vegas to get rewards for my efforts (level and skill-wise) or enjoy my time in CW and arrive in Vegas as a maxed-out tank. I've tried the Project Nevada Rebalanced Uncapper with no success - cap still seems to sit at 50.
In looking in the FAQ, there are other options listed but, considering how 'universal' the level cap problem will be for TTW users, as well as the fact that a few of these solutions are no longer maintained/supported, if a better solution isn't needed?
I was wondering if someone could make a TTW-specific (working) uncapper, perhaps mixing in a "CAGE"-like fix for the ending of NV as well (for convenience and load-order slot saving), as an all-encompassing solution to the problem?
Forgive me if this has been requested before.

Not an uncapper per-say, but
Not an uncapper per-say, but PANZER has an xp tweak tool. If anybody's managed to get to level 50 from a new game with it installed yet they haven't said anything. Then again if you're using PANZER levelling is the least of your worries.

I also had this problem, and
I also had this problem, and although there are some good mods out there, I just didn't like some of their features.
If like me you just want slower leveling, this is a very easy way to do it yourself.
Open the geck and click the gameplay button in the toolbar. Then select settings from the list.
In the window that opens type "ixpb" in the search bar and two items will apear.
"ixpbase" is how much xp is required to level up and "ixpbumpbase" is the value added to ixpbase every level.
If you double these values it will take twice as long to level up than it normally would. Nice and simple.

TTW comes with a very nice optional plugin for dynamic slower levelling, that has a ton more benefit than just changing the xpbump base and mult.

I know it does but it's not
I know it does but it's not for me. It lets you level up normally at the start of the game which happens just too fast for my liking.
By the time I was 50% through CW I was already level 23 with most skills well above 50 and offing sentrybots like they were mole rats. So I decided to go my own way and cut leveling in half.
This way most of CW is more challenging and forces me to consider my options and fight smart rather than the usual bulldoze your way through with a shishkebab. And once I get to NV "a difficult journey" will kick in, making the start of that challenging as well.
I'm not saying the TTW plugin is not good, I've just played this game too much and don't find it fun any more to shoot up through the early levels.

Using my "difficult journey"
Using my "difficult journey" mod can help with the transition to new vegas. Not a perfect solution, but it makes teh first part of NV a lot harder for high level character.

That plus practice makes perfect and hardcore difficulty should be enough for most people. Maybe not. PANZER might help if you want more difficulty too.

I may also add to this that
I may also add to this that this Max Level Adjustment version seems to work perfectly on my TTW.

The game wasn't really designed to level you that high. Besides, without high level enemies what challenge do you get from levelling that high?
