I have my own armour/clothing pack that I made for personal use, been adding to and tweaking it for the past few months. Basically, whenever a modder releases a lore friendly looking set of armour or clothing and opts to shove it in a crate in Goodsprings, I merge it into my master .esp, rebalance the DT/health/value in line with vanilla values and add it to the appropriate leveled lists myself.
My own requirements are quite stringent, I like to keep my game dirty, gritty and lore friendly, so it's pretty conservative in what it contains. No plate carriers, no modern clothing, nothing overly "tactical" and no bikini armours. The way in which I've done things should be pretty agreeable with most people.
Getting permission to release it would be impossible, it contains too much. If someone could clarify the rules on uploading .esp replacers that require you to download the original assets, I could clean it up and release. I'm really not up to scratch on these sort of matters.
