It's not a hassle at all if you've got some experience with using Edit. Experience merging mods would be better, but not totally needed.

Use a utility called FNVPlugin. It works wonders when it comes to merging stuff. It will definitely work with armors and clothing. You'd probably want to remake all the leveled lists yourself and possibly modify the repair lists so that it's balanced. As Algaroth mentioned, if you wanted to release such a mod, the biggest hassle would be getting permissions.

It would, but that would be a barrier to entry. People in general are lazy. If they have to download 20 files to use a mod it better look VERY awesome or they won't do it.

I mean, if you ask for it and don't get any answer, so why not?


But if don't ask at all, might be a problem for yourself and for the TTW's team.


 


To me, you should ask for permissions but that just me.

Most mod authors, in general, have no problem with you using their work providing it's a compilation and not just reposting it. Just shoot them a PM on the nexus and check at the bottom of their page for their distribution requirements.
