Thing is you guys are hijacking Risewild's thread. We should use this thread to discuss his ideas and maybe people more modding-oriented will help with them.
There's nothing stopping you from starting a [Username]'s Mod Ideas thread.

My project Dash is on Kickstarter!
I always thought a Rockopolis would end up looking something like Cliffside Cavern.
For those who have never read the wiki and just started playing Fallout 3, I feel like it's one of the coolest, best-kept secrets of the game.
oh, i'd mentioned this in chat, but figure bigger audience would be nice:
rockopolis could easily be a steel customer from the pitt for construction purposes. making it more than just an ammo press

I always thought Rockopolis would look like a "fancy" underground town. By fancy I mean it would have houses and they would have nice furniture (at least the King Krag's one). The reason I think that is because the only bit of Rockopolis we can access in FO3 has a nice couch, a table with a hamradio, a motorcycle, fancy ceiling lights, a fancy wooden closet and a fancy wooden desk-thingie... I am assuming that is just the "gate" guard post and it is quite fancy for a post-war place
.
EDIT: here is a pic of it:

what if a mod that replaces the sound of gunfire with rubber ducky quacks?
