If you switch weapons does it go away? of is it the same for all weapons? or just one? one other quick note, should TTW fixes generally be just after the TTW esm? (not that that would cause the problem your describing, but more of a general practice); it's been awhile for me TTW wise.

Can't switch weapons, because the pip boy is missing. but if I drop all my gear into a container, it still happens.
I'm not sure why it's doing that, even after a fresh install.

This is speculation on my part, but I think it could be from a hair mod? Zzjay's hairpack for Fallout 3 to be exact.
Is it possible? Deleted the files from said mod, still not working.
