At Fort Bannister with Broken Steel installed, there is supposed to be a captured Paladin there and some Aqua Pura there but I'm not finding them or the Paladin.
I'm running fomod 14.13, NV current gog version, F3 current steam version (regular plus dlc). Otherwise, ttw has been working fine.
