Tinker Joe didn't even offer the option to buy and hire RL3, I have no another critter and karma is neutral, I try to use TTW Perks and Home Markers but still only get two lines of dialogue to pick, how can I hire RL3? thanks for help.

You also seem to have a lot more plugins than the game can handle (you might not see problems yet, but the more time you play, the more the problems will start to appear). You should try to reduce your plugin number to less than 100.
And:
"TTW_NoKarmaDCFollowers" is not compatible with "TTW Perks and Home Markers", so you should remove the "TTW_NoKarmaDCFollowers". Get rid of "Zan_AutoPurge_SmartAgro_NV". For performance, you should instead follow the tweaks in the Performance Guide we have here:

You shouldn't need the "ttw24arubblefix", it was fixed in the last public release of TTW already (unless you have something that is overwriting the fix in TTW, I guess).
I don't know most of the mods you're using so I can't help more, sorry.
