Problems During Installation

Hi, I right now am having a problem downloading TTW with these problems coming up during the installation,

[10/23/2017 9:00:44 PM] The process cannot access the file 'C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 goty\Data\Fallout - Meshes.bsa' because it is being used by another process.

Any help would be appreciated, I have more than 30 gb of space, have deleted the temp folder, and have verified both game caches. And yes, I have bought both games legitimately from steam.

This line is indicating the problem:



The process cannot access the file 'C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 goty\Data\Fallout - Meshes.bsa' because it is being used by another process.



There may be a number of reasons why:




  • You have UAC issues, because that folder is under Windows control.


  • You have another explorer window open on that folder.


  • You or Windows, is running another programme that is currently accessing that file. Anti-virus software is notorious for messing with files without your knowledge and stopping the flow of installations.

I have an administrator

I have an administrator account type on my cpu, have have restarted my cpu multiple times, and have used task manager to clear pretty much all apps that could use the fallout 3 meshes.(ex. Steam) And it still has the same issues that I had.

Even though you are running the desktop as an administrator. are you still running the installer with elevated privileges as per the instructions?

Well then my question is, is there repeat offenders that access files like these or is it just based off what cpu you have or what you have installed onto it?

I used process explorer to find out if its being used, and it says this file is not being accessed despite what the installer says.

Check to see if any of the Fallout 3 files properties are set as "Read Only", if they are remove that.

So when I change the New Vegas and Fallout 3 folders to not read only, the folder properties stay as read- only with the black box checking it, while all the .esm that i checked inside the folders were marked as not read-only...


I put the new vegas, fallout 3, and ttw installer from my (C:) drive (my ssd) to my (F:) drive and both have over 200 gb of space,,. And it still doesnt work, and gives me the same problems during installation.
