TTW won't install properly?

I should start by saying I've been wracking my brain all day with this. I have NEVER installed any fallout mods before, at least not on this PC. I am using the voluntary upgrade to Windows 10 (from Windows 7). I followed the instructions, in order, to a T. Fresh installs of FNV ultimate edition and FO3 GOTY both on Steam. Both TTW instillation and FOMM have ALWAYS been run in admin mode. In addition I apologize in advance for the wall of text but i am being quite specific i assure you! for a summation go to the very bottom of the post.


I ensured i started a new game in both so there are fresh .ini files. I am certain that the FNV directory was correctly chosen at C:\Program Files\Steam\steamapps\common\Fallout New Vegas\ (TTW reads it perfectly.) A bit less certain of Fallout 3, though but the file directory is C:\Program Files\Steam\steamapps\common\Fallout 3 goty\ ( it didnt have the last \ until i properly started the game and generated an .ini so that was done BEFORE attempting instillation on TTW. I was however severely confused by the "pick your own location for TTW specification, ultimately i went with an outdated guide and place it on the desktop in a folder at C:\Users\Default\Desktop\ttwinstaller.


Once i got that all sorted the download went off without a hitch, i downloaded the link to Fallout Mod Manager (FOMM) 0.14.11.12 .


this was a fresh instillation from your link in the instructions, follow by the actual download of TTW from your second google.could link at the very bottom of the download page. After opening it i was prompted to install NVSE as it was necessary (i did) then i installed TTW without a hitch. TTW read FNV and FO3 along with their respective dlcs without issue. (yes i have ALL the dlc installed. i promptly moved the generated main and optional files to C:\Games\FalloutNV\mods (the correct default location.) This is where things took a nose dive.


I opened FOMM and noticed two options, use it for FO3 or FNV i checked both out to see if they had their dlc, both games had their respective DLC properly listed (F03 was out of order but i left it so 4 of them were red.) Their dlc was respective to their game only, contrary to the guides i've used to verify my steps which show FNV should also show FO3's dlc, it does/did not. I used the package manager while viewing FNV and downloaded the first "main" packet after navigating to the proper FNV directory where it was placed. This initially failed with a message "something must have gone horribly wrong." so i overwrote the files with another TTW instillation of them, this worked as it permitted the "main" file to download without issue. "other than asking to overwrite a few of the files, specifically something about cgeneralencouter. I assume this is waters of life or maybe operation Anchorage?


After this i attempted to install the optional file 3 times, i received the message each time that the main file was not installed, so i verified it was by "reactivating it". This seems to be a common issue however your mod is the ONLY mod being/currently installed besides NVSE (New Vegas Script Extender.) which you prompted me to download before TTW installed as it is required. Other posts i have found specify that there is an interaction with using NMM to install it, i will note again i used FOMM as specified.


So to sum it up, I am using the voluntary upgrade to Windows 10 (but lets face it i was pretty muched forced to Bleep you Microsoft!) I followed directions to a T (i'm a super perfection freak). TTW and FOMM are run in ADMIN mode. I have no OTHER mods for ANY game on this PC. There seems to be some inconsistency in the instillation for some reason (glitches?) also i have a few problems / questions:


1: why dosen't my FO3 dlc show under FNV like other peoples in the FOMM, and can this be an issue? If so how do i fix it?


2: Did i use the appropriate directories?


3: How can i get the Optional file to install?


4: If i have to do a manual instillation i am confused about what files to copy from which file. (i have never done this before.) I would prefer to avoid this if necessary.

For clarification, have you modded any Bethesda game before this?  From what I've seen, most guides here assume one is familiar with adding mods to Bethesda games before undertaking this.  Can you link which specific guide you were following?  


Regarding directories, I don't personally use FOMM.  I actually use Mod Organizer using this guide.  But regardless, it's a good habit to create an entirely new directory for your steam library, and not use the default one created in Program files.  Something like C:\Steamlibrary is better, as folder names do not become too long.  Organizing games is also easier this way, as for example, as I have a folder for FNV, FO3, and TTW all within that folder.


When you created the inis, did you just use the launcher to create for both games, or did you actually open up both games to ensure they both work?  Part of the reason I'm asking this is I was recently made aware that Win10 has an "Anniversary Update" that does something with memory and actually breaks FNV, whether you had it installed properly or not.  A way to check if your Win10 install is Anniversary is go to Start>Settings>System>About and check the version, which is under your Win10 edtion.  I think version 1511 is the one before Anniversary, so if yours is newer than that, you need to get it to 1511 first before even trying to figure out installing TTW.

No, i usually dont mod (and never Bethesda before. imo i don't really see much problem with their games aside from skyrim being easy lol.) Yes i verified both games .ini files work ( i played for a good 20m on each.) So the games work without crashing. As i said i pieced the guides together from other support posts to ensure i didn't mistep. i avoided deviating from the initial instructions if this guide didn't match (as it is outdated 2.4 vs the modern 2.9.) i just wanted to be sure that i did find the right directories. I'm not super unfamiliar with modding on windows 7 (i use to do it ALOT on 2000.) but i'm totally confused by this Windows 10 crap. I can't even find half my files anymore since they got all swapped around, typical Microsoft breaking something that was fine.


I'm assuming its either an issue with FO3, A bug, an issue with FFOM permissions/not reading the files. Or perhaps somehow i misplaced the Primary and optional files into the wrong folder. As i said i placed them where specified by the on-site instructions. That said they never specified you had to go to the folder to locate the options.


Open FOMM and click on the "Package Manager" button. A new window should open and you should see two new FOMODs (is the direct quote, as i didn't see them i had to basically find and "import" them.) Anyhow thanks i'm not totally unexperienced i just had windows 2000 since its release until 2 years ago, feels like everything is upside down.

I haven't used FOMM in a couple of years now, so sorry I can't get into any specifics for that. I would recommend a youtube tutorial to help, but I can't find one by Gopher for FOMM, though since you have never modded a Bethesda game before, he might still be helpful as Bethesda games seem to have their own quirks when it comes to modding.
