NMM, MO. 



Question: Being that FOMM is the most recommended, can it handle nexus links? I've used FOMM before, but not really. I manually install everything myself, then used it to disable or enable mods. Got it to handle omods for Oblivion and fomods for fallout3. But I haven't had extremely positive experiences with it. 



NMM I _have_ had very positive experiences with. It's so easy to just click download, click install, play the game. It would get through the entire installation, then NMM would force close. I thought it wasn't working so I just moved on to



MO. Good grief this thing is complex. I know it's like the linux of the mod managers, and I wouldn't mind learning it. But frankly I'm reading challenged. Is there a TTW tutorial video? I seriously don't learn from reading--what would take 5 minutes for an average person takes me an hour. 



Anyway, there's mah questions. I couldn't find a better forum to post in.

I use Mod Organizer for TTW and it works great.  I've used both FOMM and NMM in the past and I prefer MO but as you mention it does have a bit of a learning curve to it.  Gopher has a great series of tutorial videos on how to use it.  First video in the series linked below:

The series above has him using Skyrim rather than Fallout but the process is the same.  He has another series for Mod Organzier using Fallout New Vegas as well but you may want to watch the Skyrim series first as he doesn't assume you know anything about Mod Organizer in that series.  Here's a link to the first Fallout video in the series as well.

I've been following The Walk Man's Youtube series for using TTW with mod organizer

His videos are compartmentalized so you only need to watch what you're stuck on and/or want to install. This is much like Gopher's Skyrim video series (I watched it when I started using just mod organizer for Skyrim) although Gopher, being a mod-maker himself, goes into more detail about what to look for and how to install different things (i.e. how a mod is packaged and what to do if it is packaged wrong) whereas Walk Man tells you a quick work around that may not work in all cases (if the mod is packaged in a very incomprehensible way). Either way, both youtubers are good base points for a solid modded game.

I also use MO for TTW, and my most recent install using this guide as the base is my most stable playthrough of TTW and actually Fallout 3 or New Vegas on my PC ever.  I would still recommend what khumak suggested first though so you have a good understanding of MO first, since Gopher is very thorough and easy to follow.
