Cant proceed after receiving the BB gun at the start.

Hello! I wanted to see if I could get help with a major issue I am having. At the start of the game, during the quest "Growing Up Fast'' your dad gives you a BB gun and tells you to shoot 3 targets that are set up, a Radroach is supposed to appear and after you kill it you'd advance to the next part where you take the GOAT. I have shot at those targets 100+ times and nothing happens, the Radroach never appears and it won't count my shots. I even completed the quest using console commands and still nothing happens. I have mods on but I cant think of any that would cause that issue. I would appreciate if I could get any help since you cant even proceed if you don't kill the Radroach.

Do you have any mods installed? If so it is recommended that you restart the game with no mods and only add the mods once to are ready to exit the vault into the wasteland.
