Installer can't see BSA files for Fallout 3 GOTY

Hi there, first time user of Tale of Two Wastelands.  I'm trying to install TTW but the installer says it can not find any of my BSA files, even though my installation directories are identified correctly.

System Specs:

• 
  Windows 10 Home 64-bit (fresh install)


• 
  i7 2600k


• 
  8GB RAM


• 
  nVidia GTX 780

Games:

1. 
   Fallout 3 GOTY - Steam


2. 
   Fallout: NV Ultimate Edition - Steam

I have attached a screenshot of the errors that also includes the folder paths of my game installs.

Per the instruction page I ran the TTW installer by right-clicking on the exe and running it as administrator.

I am not using any mods or mod managers with either installation.  I just installed FOMM in preparation of installing TTW.

Weird, I exited the TTW installer and ran it again.  This time it prompted me to instal NVSE and now it appears to be working.
