So i have installed TTW, my ini is modified correctly, mod order matches the sites, hot fixes are there, no other mods at all, typing COC springvale at menu works but when i start normally so i have the story quest for DC and hit start in DC the menu disappears and im left in playerstarting cell. Please help.]

8GB ddr3
intel i7

Disable the TTW_StartupMenu.esp.
That plugin is optional, experimental and "use at your own risk". It was made for people who want to start TTW in FNV instead of Vault 101.
If you are using the TTW StartupMenu esp and want to keep it then simply remove these ini edits
revert the edits back to
The game will default start to New Vegas without those edits. If you use the Startup Menu esp it will work fine allowing you to choice starting in vault 101 or in the Mojave.

The OP specifically said they wanted to start in DC

So there's no point in having an extra plugin in their load order doing nothing 
.
