Soryy TJ, forgot to check this thread. I tried your plugin, and everything seems to work fine - proper item effect for Strength Bobblehead, and loading times are fine, so far.
However (there's always one of there), I had a little problem with the Strength perk. If I just loaded your plugin instead of the hotfix one, my Strength was reduced by one, permanately. I suppose this has to do with how the Bobblehead rebalance works (?) - removes the vanilla +1 STR and adds +25 Lbs. However, I never had the +1 STR, since I had the rebalabce active from the get go, meaning I got a -1 STR penalty for nothing. Eventually, I loaded the hotfix plugn, removed the perk through the console, loaded your plugin, and added the perk again. Now everything works perfectly.
I'm not sure if this issue would affect the rest of the Bobbleheads (that I found), and their active effect isn't as obvious or easy to check as Strength/CarryWeight. I suppose the best thing to make sure everything works would be to remove all the Bobblehead perks with the hotfix plugin loaded, then load TJ's, and add the perks again. Good thing I only found a handful of Bobbleheads...

EDIT: Nevermind, finally figured it out on my own. For anyone else wondering what the command to remove and re-add the bobblehead perks are, it's player.removespell <ID goes here> and player.addspell <ID goes here> .

That's because somehow the strength effect got overwritten in the hotfix. It's now fixed in this version of the plugin. There's nothing I can do about it and the process you described is really the only solution.

Remove/AddSpell is for abilities, Remove/AddPerk is for perks. All of the bobbleheads give perks, but some of the perks just give an ability with no other special behavior. Removing a bobblehead ability without removing the perk may result in unforeseen problems.

Really? Crud, because I tried every varient of player.removeperk 00038832 and player.removeperk 000630E5 and it kept saying perk not found, but the player.removespell did.

You have to change the first numbers to the index of Fallout3.esm... usally 06 or 0a depending on what you have installed.

I tried that as well, Fallout 3 is 0B in my load order.
