Trouble on the Homefront

Hi everyone, I hope that this is the right forum section to ask this.  I have been playing ToTW for the first time (it is fantastic!) and am just about ready to head to NV, so I checked the wiki to find out if I was missing any quests.  One in particular stands out as something that I want to do, and that is the quest "Trouble on the Homefront".  The wiki (Linked below) says that there is a limited window to start this quest, otherwise it can only be started using console commands.  I have used console commands for setstage and stuff to fix bugs in the past, but when I tried using it to start the quest using the base id given on the wiki it didn't work (obviously, it makes sense that there would be different id's since this isn't actually FO3).  So can someone tell me how to figure out what the correct ID is for this quest so I can get it started? Thanks for the help!

the formid of everything in the game is xxyyyyyy.  the xx portion is the Load Order Index -- the position the esm/esp is in your load order.  since fo3 is not in the first position while using TTW, you'll have to change the first two numbers of the formid to whatever it is in your LO (generally 06 if you're not using the crap packs or 0a if you are)


perms:  either a full fireworks display spelling out "Puppettron Made This" anytime a user accesses my content in-game, or just give me credit somewhere.
