Uhhh RWL doesn't have rain or snow, are you using some other weather mod? URWL is not the same mod.
Textures in the sky are caused by A) ENB/SweetFX incorrect settings, B) bad driver/incorrect video card detection, C) Conflicting mod, D) User Error, E) All of the above.
Anywho this has gotten entirely off-topic and it's my fault so it should end here.
