Freezing after menu loads

Specs:

OS: Windows 8.1 64 bit

CPU: Intel Celeron CPU J1900 @ 1.99GHz

RAM: 4 GB

Mod Manager: FOMM 0.14.11.12

Fallout 3 Version: Steam download, GOTY.

When I boot up the game, the opening with the Bethesda, Obsidian, and Stand By images plays, then freezes on the image of the Ranger where the menus would normally be. I have tried everything listed in the FAQ, including checking and unchecking each TTW related mod individually many times and booting the game up for each one, made absolutely sure my load order matches the required one, and have reinstalled TTW 4 times to 4 different directories.

Can anyone tell me how to fix the issue?

any UI/Hud mods? i'm told bad xml can do that too

Yes, freeze at the main menu is a problem with xml, usually a UI mod. I see Weapon Mod Menu but not MCM?

well, it can also be with orphaned records, unresolvable entries in lists, and then everything that causes a ctd at load when you've got nvac installed, but if he turned off all his plugins and it still happened, then it's likely none of those.
