Low FPS after TTW install

I am experiencing a low framerate from start of the game. I have started new games from both FO3 and NV and I have a low framerate with both. I started with fresh installs and new saves for TTW. I deleted all mods, switched mod managers from NMM to MO. I have tried turning off VSync in the .ini files for both games, using the 4GB patch for NV, altering which graphics card was specified in the .ini files. I did not have this issue with either game before I installed TTW.

OS- Windows 8.1 64bit

Processor- i7-4700MQ

Ram- 8gigs

Model- Lenovo Y510P

Your i7 clocks out at 2.4 so that could be it. Maybe. IIRC FNV (and FO3 for that matter) are shithouse at utilising more than one core. Though I'd have thought TTW would put more pressure on ram than cpu.

What sort of framerate were you getting before and what are you getting now and in which areas did you do the comparisons?

Well, I'm sorry to bother you guys but I just tried to boot it back up to get some sort of idea about how many frames I was getting and my frame rate was just fine. To give an estimate, previous to installing TTW I was getting above 30 and most likely closer to 60 frames but after the installation (earlier) I was getting 20 or below. Made it unplayable. I made the comparisons on the opening areas of the games because I could not really get anywhere else. I tried your .ini alterations and they made no difference. The frames are fine. It was strange in that it rechecked my system and reset its default setting for graphics (Very High) this last time I started t. I have no idea why. Thank you for your time and if you have any idea what fixed it or what was causing it I would love to know just in case.
