Ok First Off the Important Information:

Running fnv4gb.exe as admin and with XP (SP3) Compatibility

Ok I orginally had the No Menu Error - I rebuilt the BSAs (When Extracting DLC BSAs some files were 0 bites and caused crases) Replaced these files and rebuilt BSAs. Fixed the No Menu.
When I tried to start a new game, the opening video plays, then the loading screen appears for a few seconds, then FalloutNV crashes, simply stating it failed, no other information.
Checked and rebuilt the Fallout 3 BSAs, they also had 0 Bit files that caused heap errors when trying to unpack.
Attempted to reinstall TTW with rebuillt BSAs, telling it to skip rebuilding BSAs using the repaired ones.
Still crashes when trying to start new game, also tried a save game provided for another player using my load order, crashes the same way.
Used Steam to Revalidate and Redownload files before all of this.
Just looking for some Idea of where to go next on this issue.
