Unable to start Broken Steel

System specs are: Windows 8.1 64 bit, i5 4670 CPU @ 3.4GHZ, 8gb ddr3

Mod Manager: Nexus Mod Manager 0.52.1, and Fallout Mod Manager just for TTW ver 0.13.21.

Hello, I am having a bug as to which I can not start Broken Steel/complete the "Take it Back!" quest. What happens is when I finish the cut-scene, after you start the purifier, I am placed back at the purifier unable to move or do anything.

Methods I have tried:

Reloading an ealier save

Load to an earlier save before I started the quest

Load to an earlier save before I started the quest, Uninstall Broken Steel, then finish the quest

Having Sentinel Lyons start the Purifier

I am not too sure as to why this is happening or what is causing it, which isn't any help at all, but that is why I came here.

I have other mods installed along with TTW.

I can not seem to figure out how to export load order

My Fallout 3 version, is the Steam Game of the Year Edition.

if you're still in the purifier, then the panel script that runs after you put in the code is for some reason not putting you in the dlc03startmarker and not starting the death from above quest.
