Looks like it time to start the long process of pruning till success. Take out your merge patch and start deactivating one mod at a time till it can load. I know its painful but when you get to this point that is all you can do for it.

Needs to be just before Realistic Wasteland Lighting
I don't think More Perks - EVE compatibility patch.esp is compatible with deadboy's more perks merge.
Try disabling Senterpat's Weapons.
Also load up your load order in FNVEdit, it will stop loading if any masters are missing and the plugin it tried to load will be the one that's missing masters.
For the merge patch, delete it and make a new one after you get your load order working.

Fixed ILO's location so its
Fixed ILO's location so its before Realistic Lighting. Disabled More Perks EVE Patch and Senterprats Weapons. Loaded up FNVEdit and this popped up the first time

Created a new merge patch and this showed up but still allowed me to continue

No progress has been made, game still crashes at the same point.
Do you guys think there's any chance of salvaging this load order or should I cut my losses and start from scratch?

Ok it should be noted, and I missed it when I looked at your load order, but the ILO TTW esp is massively out of date. I know the author is working on a FO3 and TTW version of ILO, but for now don't use that old plugin it was for a version of TTW long ago. Besides the TTW plugin didn't really hit up much except the original train stations iirc.

@AnvilOfWar Ok, so I'll uninstall ILO TTW and install the regular New Vegas version, one question though : I only plan to play in the Captial Wasteland, so would I even need the New Vegas version if it doesn't touch DC?

It's been about 2 days and my withdrawl symptoms are kicking in. Really tempted to just delete FNV and F3 and reinstall them, then reinstall TTW. My only problem is I don't know where to go from there. I haven't the slightest idea in what order to install Project Nevada, Project Beauty, EVE, WMX, AWOP, MMM, and the Quest/Equipment mods. Not to mention their Compatibility Patches. Plus, there are small little mods from New Vegas that I'd love to use (like Hitmans 1st Person Animation Replacers and Ammo Checking, or the Animation Replacers for 3rd person, or Dynamic Third Person camera, Advanced Recon, JIP, etc.) and the UI Mod's (I wanted to try Slim Hud + DarnUI, they seem to work well with each other)
Everything just piles up and gets overwhelming. Is there some guide I can follow that includes all the major mods for Fallout 3/New Vegas? New Vegas to a lesser degree, since I'm only planning on playing in the Capital Wasteland.

So how does your current load
So how does your current load order look? Install order doesn't matter much (in most cases), but load order does. I'd start with one of them, say MMM - and get it working. Then add PN - and get it working. Rinse/repeat. The Compatibility Patch Thread is a good place for TTW patches stitching them together.

I actually did make an EVE patch and posted it in the OP of the More Perks just the other day. If it's that version then it's OK.

I'd like to thank everyone
I'd like to thank everyone for their help, it was worth a shot haha. I've uninstalled and reinstalled New Vegas and Fallout 3, and I'm going attempt to do a clean install of TTW. I've created a new forum post if you guys want to continue helping me, the main purpose of which is to help me set up a "Best Of" version of TTW, which includes all the major mods for Fallout 3 and things like Project Nevada from New Vegas.
