Game seems to speed up and slow down at times

I just installed the mod and installed a few mods that are compatible and the game seems to run faster or slower at times and I don't mean more or less FPS. I literally mean the game speeds up and slows down. The characters move faster and slower and I can't figure out why it's doing this. I disabled all the mods I'd installed and it still went super speed or slow mo. Any guesses?

Check out the correct load order on the download page.

Even so, an out of sorts load order I wouldn't think would literally make the game faster or slower.

Are only NPCs seeming to modify their gait? Does it just appear that other things are speeding up or slowing down?

It seems that when I look down or up the game speeds up, like my character literally moves like I just drank 5 cups of coffee. Then when I look normally it slows back down. I go into third person and I can see the character moving slower. It also seems to happen more indoors than outdoors. In Vault 101 is pretty much ran at super speed but when I left the vault, the game just turned into slow motion. Also I don't know if this helps but when I launch the game and get to the continue, load, new, etc. the game runs at like 400+ fps so I'm not sure if that has something to do with it but it seemed abnormal to me. Could it have anything to do with me pc specs? I have a laptop that runs both games fine at 40-60fps so that might have something to do with it. And the load order didn't really change anything. I might try and record an example so show you guys what it looks like

That's just really terrible lagginess/stuttering and FPS drops.

Check your graphics settings. You may find this helpful.

Thats just because I was recording the game itself is pretty smooth

I am experiencing a rather strange ordeal. I am using MO with TTW and several mods. Although the game runs, it runs rather wierd. When I'm outside in the wastes, the speed of my character is 1/4 to 1/2 normal speed. But while inside, the speed is normal. Would like some help if anyone has had this happen or has experienced this themselves.

If any attachments are required, let me know.
