So I will be building a new pc in a few months and using windows 10 on it(would prefer 7 but what ever). Are there any issues with Tale of Two Wastelands when running from windows 10?

There can be issues mostly with getting Fallout 3 to run once for the installer, but that's easily fixed.
With windows 10 you want to avoid installing games into Program Files (you can set steam to let you choose where to install).

The primary thing to remember is to install NVAC. The W10 Aniversary update makes Fallout crash unless you have NVAC.

Problem with Fallout 3 is
Problem with Fallout 3 is GFWL won't install, so you have to do some trickery to get GFWL Disabler installed. This is easy though, just create Documents\My Games\Fallout3 folder and put a copy of fallout_default.ini in there from the root Fallout 3 folder and rename it Fallout.ini. You can then install GFWL disabler, then delete that Fallout.ini you made and use the default launcher as normal.
