TTW not starting in Vault 101-- I've fixed my .inis

I am running TTW through Mod Organizer. I have made sure that my fallout.ini and fallout_default.ini has everything set to the right values and it is still not letting me start a new game correctly. I can confirm that I have it installed correctly because I have typed coc Springvale on an existing character and it brought me straight to the Capitol Wasteland. I would just like to start the game as intended. Thanks in advance

Computer specs?

Install log?

By chance do you have the startup mod in your load order?
