Actually, it just finished building successfully, which I didn't expect. I fixed my problem by using the Game of the Year 2 DVD version of the DLC (it's on Disk 2). I'm posting this to show people with the same problem what worked for me and what didn't.

  • System Specs (including Operating System, Processor, and Memory, nobody cares about your graphics card)

    • Operating System

      • Windows 8.1 Pro 64-bit

    • CPU

      • AMD FX-8320    28 °C

      •  Vishera 32nm Technology

    • RAM

      • 8.00GB Single-Channel DDR3 @ 669MHz (4-5-5-15)

    • Motherboard

      • Gigabyte Technology Co., Ltd. 970A-UD3P (CPU 1)    21 °C

    • Storage

      • 232GB Western Digital WDC WD25 00AAJS-00VTA0 SATA Disk Device (SATA)    29 °C

      • 596GB Western Digital WDC WD64 00AAKS-00A7B0 SATA Disk Device (SATA)    34 °C

  • Mod Manager and Version

    • NMM 0.50.3

  • TTW Install Log (My Documents\my games\TaleOfTwoWastelands\Install Log.txt)

  • Current Load Order (Most mod managers have a quick and easy way to export this)

    • The game won't run without PointLookout.esm being patched.

  • Symptoms (What is it doing vs. What you expect it to be doing)

    • PointLookout.esm won't patch due to certain sound files being unexpected versions. It thinks there's something wrong with PointLookout.esm.

  • What you have already tried?

    • Different versions of BSAOpt, i.e. latest beta, x86 v. x64

    • Running the various install programs as administrator

    • Removing read-only on Fallout 3 and New Vegas program folder

    • Two different versions of PointLookout.esm

    • Checking Visual C++ 2010 and 2013 were installed, both x86 and x64 versions

    • Using the incompletely patched version of PointLookout.esm (game menu doesn't appear, only the background picture)

    • Skipping the patching of PointLookout.esm and deselecting it in NMM (same result as above)

    • Copying PointLookout.esm and the two other Point Lookout files into the New Vegas data folder from my Fallout 3 folder.

  • Game of the Year Discs version
