Actually, it just finished building successfully, which I didn't expect. I fixed my problem by using the Game of the Year 2 DVD version of the DLC (it's on Disk 2). I'm posting this to show people with the same problem what worked for me and what didn't.

PointLookout.esm won't patch due to certain sound files being unexpected versions. It thinks there's something wrong with PointLookout.esm.

What you have already tried?

Different versions of BSAOpt, i.e. latest beta, x86 v. x64 -
Running the various install programs as administrator -
Removing read-only on Fallout 3 and New Vegas program folder -
Two different versions of PointLookout.esm -
Checking Visual C++ 2010 and 2013 were installed, both x86 and x64 versions -
Using the incompletely patched version of PointLookout.esm (game menu doesn't appear, only the background picture) -
Skipping the patching of PointLookout.esm and deselecting it in NMM (same result as above) -
Copying PointLookout.esm and the two other Point Lookout files into the New Vegas data folder from my Fallout 3 folder.
