Repeating "updating voice files"

When I go to install TTW, it just repeats these lines:

Checking for required files...

All files found. Proceeding with installation.

Fallout3 - Misc.bsa has already been built, moving on.

Fallout3 - Meshes.bsa has already been built, moving on.

Fallout3 - Textures.bsa has already been built, moving on.

Fallout3 - Sound.bsa has already been built, moving on.

Building Fallout3 - MenuVoices.bsa...

Extracting Fallout - MenuVoices.bsa...

Done

Updating voice files...

The installer just sits there then, waiting for me to hit the install button. When I hit it, it just repeats the above lines again.

How long have you let it run? It took me nearly 2 hours, on a slow laptop...

I've let it run for over 12 hours, every other process in the installation lasted only about 4-5 minutes at max

Specs:

Windows 7 Ultimate

AMD A10-5800K APU 3.80 GHz

8 GB of ram

I'm using the most recent installer, downloaded it last night

I don't have the log because I closed the installer like a doofus

no load order to speak of, I made a clean install of both 3 and NV

I've gone over the install directions 4 or 5 times, retrying the installation and downloading everything it links to, and I have no idea what I'm doing wrong

My Fallout 3 download is the Steam GOTY edition

sorry for forgetting this stuff again

The install log is located at "My Documents\my games\TaleOfTwoWastelands\Install Log.txt" as it says in that post
