What is "unexpected version"? Makes it sound like TTW thinks it's an illegal version but it's really not and if needed I can post a screenshot of my Steam Account Games List/Folders or anything to prove it.
It's purely a vanilla base install, fresh from when I first downloaded it. I even ran the games first to create fresh INI files.

The unexpected version message just means that the installer doesn't recognize that exact file. The installer needs to be able to verify that you have the exact same version of certain files, so that it can patch them. It doesn't mean that it thinks your game is illegal! Non-English game files, corrupted downloads, pirated or non-standard modifications, and errors in the BSA unpacking process can all cause that message.
Since you've already updated on Steam, it's not from a corrupted download. The sequence of error messages indicates that there was an offset error during BSA unpacking, which is a known issue with BSAOpt.
Some possible solutions:

Delete the Fallout3 - Meshes.bsa made by your installer and reinstall (seriously, sometimes BSAopt will just up and work the second time around)

If you're on a 64-bit OS, go to your installer folder, under "resources", "BSAOpt", and rename "BSAopt x64.exe" to something different. Then, rename "BSAopt x32.exe" to "BSAopt x64.exe" before reinstalling. Some people have solved install issues by using the 32-bit version of BSAopt instead.

Download the latest beta of BSAopt (2.0) and replace the versions in the folder from the above step, rename the new version of BSAopt to replace the old one, and reinstall.
We've moved away from BSAopt in the latest development on the installer, so hopefully these issues will be a thing of the past soon!
