Installer stuck on Fallout3-MenuVoices.bsa

First:

Running Windows 7

i5-2450M

6GB RAM

Running NMM 0.49.6, but I can't get that far, so the load order is also irrevelent.

The install log is attached.

Fallout 3 is from the GOTY disc, New Vegas is the Ultimate Edition off of Steam.

When I run the installer, it works fine up until it should be finishing Fallout3 - MenuVoices.bsa, but it stops at "Updating voice files" and the "Install" button reactivates and then nothing happens. It doesn't move on to the next step. It's been repeatedly doing this every time. I've already reinstalled both games, but nothing changed. I even tried just copying the MenuVoices bsa from the Fallout 3 folder into the Main Files folder, but it just got stuck on the next step. The install log is from today's clean start. I'm at a loss.

You are missing requirements somewhere.

I've gone through the requirements and reinstalled the Visual C++ files, both x64 and x86 for both 2010 and 2012 versions, as well as the .NET Framework 4.5. I've checked the Fallout 3 files and I can't see one that's marked as read only. I still run into the same issue. I'll keep the installer running for a few hours to see if anything changes, but I've attached the log and pasted the installer output below.

Edit: To be accurate, when I try installing the 2010 C++, it tells me that I have a newer version. I could try uninstalling the 2010 version and then reinstalling them, although I don't know why that would work.

After uninstalling and reinstalling both the 2010 and 2012 versions, x86 and x64 for each, and trying again both then and after restarting my computer, nothing's changed. I'm attaching both the install log and installer output, and will let the installer keep running just in case something happens.

Edit: I did leave it for another 2 hours after the last message, but there was no change.

After fully uninstalling and reinstalling Fallout 3, Fallout: New Vegas, .NET 4.5 Framework, Visual C++ 2010 x86 and x64, and Visual C++ 2012 x86 and x64, in that order, I still can't get the installer to go past "Updating voice files." I've tried this solution, but I got no change.

If the installer just doesn't compress the .bsa, I could just use FOMM and compress it myself once the installer gets stuck, but I don't know how the installer works.
