Muffled Voices are not muffled

I've got this issue where voices coming from ingame speakers are not muffled e.g when you dad speaks to you on the intercom in the memorial

Does anyone know how to fix? cheers.

we actually had to disable it because FNV screws up the muffling and makes your speakers freak out (crackling noises) etc.

So it's deliberately turned off. The only fix would be to manually turn it back on for every single dialog entry.
