New game starts in New Vegas

So I installed everything as instructed, and when I start a new game it shows both of the intros (FNV-Fallout3). But then I start the game in Doc. Mitchells house... So I went to freeside and found an empty train station, and that is where I am now. What the hell did i do wrong?

I used fresh installs of Fallout 3 GOTY, and FNV with all DLC of Steam.

TTW 2.4a was installed with the newest NMM, no other mods are installed.

the .ini changes didn't take go to the alpha download page and look at the manual install there are three lines in the Fallout.ini that you will need to change.
