Windows 8.1 64
Dual core 2.3 processor
4gb Ram
NMM 0.47.1
Steam version of FO3 GOTY, Steam version of FNV with each DLC purchased separately.
I followed the install guide exactly. Created the FOMODs. Open NMM and try to install and get the attached error dialog. Any ideas?

Restarted my computer and tried again. Did the exact same thing except this time the "mods" show up in the mod list. So i placed them in the correct order and launched the game... hoping... Game launches but I can't interact. Just the slow moving opening with a menu never showing up and keyboard doing nothing. Had to alt+f4 out.

Just did. Followed exactly what guide said. Same conclusion... unresponsive New Vegas opening. Had to alt+f4 out.
How are you supposed to launch the game? I changed the INI and am using a .bat to launch the game skipping the launcher with
set SteamAppID=22380
FalloutNV.exe
Anything else I should be doing? Anything that is "expected knowledge" that is not mentioned in the guide?

Most users can follow the directions on the download page without issues. Please let us know what you think is missing from them. What we expect you to know is irrelevant since everyone comes to the site knowing a little more or a little less. This is why we have an FAQ.
Have you read these threads?
Here you could pick up some ideas for how to troubleshoot your issue(s).

Are you sure that you're giving it enough time to load?
TTW does take a longer time to load the menu than vanilla NV, it may look like it's frozen when in reality it's just taking it's time. Give it a minute or two and it should load.

Yes, it attempts to install for about 10-12 minutes and then gives the popup i attached.

Sorry for the delay. Been a busy week with family. Just got around to installing FOMM and trying that route. Successfully installed the first time! FOMM quit responding twice during the install but then came back each time! Awesome! I run the game... same thing. Runs through the opening, but when it get to the last slide it just freezes there with no menu ever appearing and I have to alt+f4 out. Still no ToTW :-(

This is actually before the load order phase, Plum, the problem here is not reading the FAQ.
