Make this your load order and remove or uninstall all of these. Run the game and see how it goes. Is your FPS still dead? No? You can't blame TTW for this. Clean your mods and get rid of the ones that aren't mandatory. 155 plugins? Try to get that down to like 80.

Well I already fixed it, and while I jumped the gun blaming TTW, before it was installed my gun ran fine at 60fps, then after the installation it dropped to 20fps no matter what, so I assumed that it would be caused by TTW causing the game engine too much strain. I may not know what the issue was, but it's fixed, whatever it was. Also, all those aren't active. I don't know if you saw this, but the "1" represents it being active, while the "0" represents it being inactive. And some mods like the armory Wont uninstall for reason I don't know, and others throw in a bunch of .esps when you need to only activate one. And if any of that came of like me trying to be mean, that wasn't the intended message.

even if an esp is not active, it is still being read at game load. general rule of thumb, if you're not going to use it, delete it. if NMM won't uninstall a particular esp, or installs a bunch of unnecessary ones, you'll have to manually delete the excess from your data folder.

having a bunch of loose files in your Data folder can also affect things. you might try running [url=http://newvegas.nexusmods.com/mods/46074]Texture Optimizer[/url] and see if that helps
