I ran into an issue like this when I was attempting to add all the content from FO3's DLC More Perks. When using my combined plugin Tobar would always appear in Megaton upon leaving my house. I'm not sure what is causing it.

Cleaning the DLC with an old version of FO3Edit (.30 I think) can cause it. The old problem of stripping the PLD2 subrecord. I reported it awhile back and they fixed it for FO3.


Or a TTW mod that edits their packages that got touched by an old version of FNVEdit. Or cleaning the converted DLC with an old version of FNVEdit.

I have the same problem as OP, although it's just Tobar who is missing (he sometimes spawns near Vault 101 or more south of Vault 101), the woman can be found near the boat.


DelayDLC or PointLookOutReborn are not the cultprits because Tobar is still spawning at the wrong place without these two plugins.

I'm going to chalk mine up to too many plugins.(117) 


FNVEdit shows nothing other than TTW for Tobar and nothing on Catherine. 


Tobar so far has shown up at Fairfax Ruins/Fort Independence and just recently in the Citadel near Liberty Prime. When I talked to him his dialog was "normal". 


For some reason I'm an idiot with "spoiler" and every time I try to attach my load order it's not hidden. 


When I get more info I'll post.

Just a little heads up.


If you get the quest when arriving at the boat (with the DelayDLC plugin) and then wait some hours, Tobar will appear at the boat.


I can live with that, rp-wise. :3

I had Tobar sleeping in Rivet

I had Tobar sleeping in Rivet city and then walking out of it I didnt follow him but he did walk past purifier as thats the way I went and he got into fights with super mutants. I have since reformated mt PC and dont have a load order as of yet plus deleted my saves.

I previouisly reported Tobar being in vault 101; subsequently I have seen him just about every where in the SW except near the riverboat.  Including inside Arlington Library; I think that is the only time I have seen him inside since 101 appearance.  Catherine I saw once at an unexpected place (outside rivetcity) - had the normal greeting conversion and haven't seen her since.

I appear to have the same issue, and the fix did not work for me, Tobar is next to Arlington library, and I have not found Catherine yet, though on my last play through she was by the zeta homing beacon
