The only two (non TTW) mods that we are running alike are EVE and Delay DLC. I'm running a total of 110 plugins (including patches).
I highly doubt either EVE or delay would cause Tobar to go "walk about", but I'm testing a lot of different mods so I'm unsure "Which" is the reason.
I havent' checked on Catherine yet. But Tobar was at Fairfax ruins.
If life is but a test, where's the damn answer key?!?!?

Is there anything that can affect Tobar other than directly affecting either his own record or his package records (which afaik are unique)?
Did anyone experiencing this issue check to see if Tobar was also at the dock? It may be a duplicate (which has a different cause than the original walking around would have)

could it be their aggro/victim settings? I've had tobar appear in other places walking back to the boat before I'd even been to the boat. it could be that something is either chasing them away, or they're chasing something else. I know that "allegedly" everyone and everything in any cell the player isn't presently in gets freeze framed the moment the player leaves that cell, but I've left towns in the CW only to come back later and find everyone dead because my lovely children butchered them all. Wiped out all of freeside a few times before I figured out that the More Perks glowing ones pretty much just go feral from time to time.

Here is a screenshot of Tobar on the bridge from the citadel. I was about to write something up about this, but hey-hoh, its here. Sorry for the bad picture, look behind Jericho (He is in PA) I followed him for a bit, and he went south from the citadel, but I dont know why he was westbound on that bridge.

I found Tobar in Megaton on my current build, I have not checked at the boat yet but I do have Multiple Nathans. I'll do some more digging when I finish work.

This is definitely mod related. Twice now Tobar and Catherine have been in the proper location for me. Start posting your load orders if you want us to be able to figure out what causes this.
As a side note: Zen - what ENB and weather mod are you using? Looks slick. Also you've got "Wg 50%" from oHUD/ Extra HUD under the DarN panel. That's what the EN 50% at the top of the stats list is. EN stands for Encumbrance.

I was not asking you to figure out what was causing this, I was saying I was getting this issue and would look into it when I had the chance. If I find anything I'll report back. Currently I'm at work and have no access to my load list to include it in my posts should I feel the need and anyway it's pretty fluid at the moment as I'm still building and testing it in preparation of a new play-through, so it would not match the exact load order on which I last noticed this behaviour.

Sorry, I was just a bit mad that someone downvoted my post, and given your reply I thought it was aimed at zen and myself.
Personally as these two NPC are involved in the start of the PL quest I'm going to start looking from the theory that it could be the DLC Delay Mod, possibly interacting with something else to cause this.

If it is Gribbleshnibit's TTW Compatible Delay DLC mod, that is not the problem.
