Tobar and Catherine in the wrong places.

For some odd reason as i was playing through the game I saw Tobar walking around the wasteland but i payed no mind to it i thought it might have been a minor bug and Cartherine suddenly appeared in my Megaton home.


I went to the river boat loading and found that none of them are there ... I think Cartherine might still be in my house and the pip-boy is telling me to go to underworld.


 


Anyone else has had this issue before?

Just ran into Tobar near Fairfax/Fort Independence he was fighting some raider patrol.

Just a heads up, as this doesn't pertain to your current question but will keep problems from happening in the future: Freeside Open comes with A Vangraff Scorned, Pacer's Gambit and Rotface to Riches included. If you go into Freeside with those all together I can't say you'll have a good time. At the very least uncheck them from your load order while you're using Freeside Open.

Oh nice, thanks for the info!  I remember before Vangraff quest was buggy and i couldn't figure out why. Maybe this was the reason.  Thanks !

Not a problem! I only have limited knowledge but try unchecking your FOOK mods and see if it works then. It's a shot in the dark.

Oh god i really hope that isn't the case, too many of my mods and personal mods have depend on FOOK.   I'm going to give it a shot i just pray thats not the reason.


 


UPDATE 1: No FOOK is not the reason this is happening, i doubt its my personal mods since all it does is modify inventory and i didn't touch theses 2 npcs.
